I wouldnt go as far as saying it is Legal. It is gray and I do know a guy who was on parole, suspected of robbing a gas station, and the cops raided his home.

They found IGF in his fridge with syringes. He was cleared on the robbery but was violated by parole for possession. He ended up doing over 2 years for that little bottle.
